Join Curia and UKHLSI for a member webinar on the NHS Modernisation Bill and what it means for delivery across the NHS

Curia and UKHLSI are delighted to be hosting NHS Modernisation Bill: From Legislation to Implementation Webinar, a 30-minute member session exploring one of the most significant NHS reform bills in recent years.

This webinar will bring together Curia and UKHLSI members to examine the NHS Modernisation Bill, also known as the Health Bill 2026–27, and consider how its reforms can be delivered in practice across the health system.

The Bill proposes major changes to NHS structure, accountability and delivery in England. Its central purpose is to abolish NHS England and redistribute its functions between the Department of Health and Social Care, the Secretary of State, integrated care boards and other parts of the health system.

The session will provide a concise overview of the Bill and begin shaping a more forensic focus on delivery across the NHS. Discussion will focus on the delivery risks and opportunities created by the reforms, including the future of integrated care boards, the proposed single patient record, patient safety and patient voice, foundation trust reform, and the new model of NHS financial accountability.

Invited speakers include Joanne Bekis, Chief Executive, UK Healthcare and Life Sciences Innovation, and Rt Hon Andrew Stephenson CBE, Chair of Curia’s Health, Care and Life Sciences Research Group and Former of Minister of State for Health.

The session will consider how the abolition of NHS England can be managed without distracting from frontline delivery, how integrated care boards can be given real freedom to commission locally while remaining accountable for outcomes, and how a single patient record can be delivered safely, securely and with public trust.

Discussion will also explore how patient safety investigations and patient voice can remain independent and credible, how financial accountability can support collaboration rather than reinforce organisational silos, and how the Bill can support the wider shift from hospital to community, analogue to digital, and sickness to prevention.

Members will be invited to share their views on the priority issues Curia should examine, the evidence they can contribute, and the policy outputs that would be most useful over the coming months.

Following the webinar, Curia and UKHLSI will explore a programme of member roundtables, written evidence, policy briefings and recommendations focused on how the Health Bill can be delivered effectively in practice.
