The recent ‘big’ announcement that NHSE is to return to performance management of acute Trusts and the less big announcement that ICBs where to re-focus on strategic commissioning was accompanied – with little or no announcement –  by the release of a potentially more important set of guidance documents for ICB’s and Acute Trusts under the heading of ‘The insightful Board.’
